2.1.2 These Regulations enter into force on September 16, 2024. FIBA may update or modify these Regulations at any time, in which case the changes will be immediately notified to the National Member Federations (NMFs).

2.1.3 The FIBA Internal Regulations, in particular Books 1 and 4 of said Regulations, apply to the Competition.

2.1.4 In the event of any conflict or discrepancy, the FIBA General Statutes and the FIBA Internal Regulations (to the extent applicable) shall prevail over these Regulations, except for those special provisions set forth herein.

Each team in the Competition will represent one (1) National Member Federation (NMF). Any NMF in good standing with FIBA will be entitled to enter a team to participate in the Competition. 4.4 Team Registration

4.4.1 For each Competition, FIBA will communicate to the FNM via email and Discord the deadline for registering teams and the required documents that must be submitted within the Team Registration Deadline, along with the Team Registration Form.

FIBA, at its discretion, may grant an FNM a short extension of the Team Registration Deadline. FNMs will not be required to pay a registration fee.

In addition to the fine, FIBA may impose other sanctions it deems appropriate in accordance with Book 1 of the FIBA Internal Regulations. Withdrawals made within fifteen (15) days prior to the start of a Competition will be considered particularly severe for sanction purposes.

However, in exceptional circumstances and at its sole discretion, FIBA may authorize such a player to play for another FNM team in different competition years. In exercising this discretion, FIBA must consider all circumstances, which may include, among other things, whether there are close ties (sporting or otherwise) between the player and the country of the other FNM and whether such authorization benefits the development of any electronic or virtual discipline of the sport of basketball in that country.

5.2.2 Under no circumstances may FIBA grant such authorization to a player during the same season in which they have played for another FNM.

5.2.3 Any player who has played in an eFIBA major competition for a FNM team for which the player is eligible is deemed to have chosen that country’s FNM.

5.2.4 Before making a decision, FIBA may consult both the NMF involved and the player in question.

  • A list of the players that the FNM wishes to register, using the form provided by FIBA;
  • A valid passport and ID for each player (in exceptional circumstances, FIBA may, at its sole discretion, accept other government-issued proof of the player’s age and nationality); and
  • Any additional documents required by FIBA (in which case FIBA will notify such additional documentary requirements to the FNM together with the notification of the player registration deadline).

5.3.3 FIBA may, in exceptional circumstances and at its sole discretion, grant an FNM a short extension of the player registration deadline.

5.3.4 If the requirements set out in Section 5.3.2 are not met by the player registration deadline, the relevant player(s) will not be registered, regardless of whether they meet the eligibility requirements set out in Section 5.1.

5.4 Responsibility of the FNM

5.4.1 The FNM is responsible for ensuring that its team is composed solely of players who meet the eligibility requirements listed in Section 5.1 at all times during the relevant Competition. For the avoidance of doubt, Article 1-183 of the FIBA Internal Regulations shall apply mutatis mutandis.

5.5 Player Verification

5.5.1 A player becomes a «Verified Player» once FIBA has confirmed to the relevant FNM that the player has been registered in accordance with Section 5.3 and is eligible to play for the team for which he or she has been registered in accordance with Section 5.1.

5.5.2 Only Verified Players may participate in a Competition.

5.5.3 Verified Players who fail to appear for any Competition match may be subject to sanctions by FIBA in accordance with Book 1 of the FIBA Internal Regulations, depending on the circumstances.

All players participating in an In-Person Competition and all players appearing on camera in an Online Competition must comply with the following dress requirements:

6.3.1 Players must wear national team jerseys or any other attire deemed appropriate at FIBA’s discretion. Teams must provide FIBA with the design of their players’ uniforms for the World Finals at least one (1) week before traveling to the host country.

6.3.2 Players must not wear, carry, or display any items of a political nature.

6.3.3 Players must not wear, carry, or visibly display any items related to, but not limited to:

6.3.4 Violation of the dress code will be sanctioned in accordance with articles 1173 and 1-174 of the FIBA Internal Regulations.

7. Officers

7.1 Main Referee

7.1.1 FIBA shall appoint a supervising official («Head Referee») for each game or for the entire Competition, at its discretion.

7.1.2 In addition to the other powers expressly granted to the Head Referee in this document, the Head Referee shall decide on the following matters that may arise during a game or the Competition:

  • Final result of a match;
  • Team standings;
  • Avatar rating; and
  • Any in-game consequences for violations of these Rules.

Decisions of the Head Referee on matters falling under (a) and (d) are field decisions and are final and may not be appealed.

7.2 Administrators (Admins)

7.2.1 FIBA may appoint one or more administrative officials (“Admins”) to support the Head Referee, in particular by supervising games, coordinating teams and players throughout the Competition, answering questions and queries from teams and players, giving instructions to them, and ensuring compliance with these Regulations. Any matter falling within the scope of Section 7.1.2 must be immediately reported by the Admins to the Head Referee. If no Admins are appointed, their responsibilities shall fall to the Head Referee.

7.2.2 Unless expressly provided otherwise, the Admins shall make decisions under these Regulations regarding disconnections, technical errors, or other technical problems that arise during a game. Such decisions may be made without the need to hear the players or teams involved. Any player or team directly affected by an Admin’s decision may appeal to the Head Referee within ten (10) minutes of the conclusion of the match in which the Admin made the relevant decision. The Head Referee’s decision on the matter shall not be subject to further appeal.

7.2.3 Admins have the authority to issue official warnings if a player or team acts in a manner that does not constitute a violation of these Regulations, but is contrary to their spirit and/or negatively impacts the conduct of the Competition. If the player or team repeats such behavior (or materially similar behavior) despite the warning, the behavior will qualify as a violation of these Regulations, in accordance with Section 13 of these Regulations. The player/team issued with the warning may appeal the Admin’s warning to the Head Referee within ten (10) minutes of the conclusion of the match in which the Admin issued the official warning. The Head Referee’s decision on the matter shall not be subject to further appeal.

7.2.4 If FIBA has not appointed an Admin, the Head Referee shall make any decision pursuant to Section 7.2.2 and issue any warnings pursuant to Section 7.2.3. Any player or team directly affected by such a decision or warning may submit a request for reconsideration to the Head Referee within the time limits mentioned in Sections 7.2.2 or 7.2.3, respectively. The Head Referee’s decision on the request for reconsideration shall not be subject to further appeal.

7.3 Team Protests

7.3.1 If, during a game, a team believes that a violation of these Regulations has occurred that directly affects that team in that game, the team may abandon the game (but must do so immediately upon becoming aware of the potential violation) and raise the matter with the Manager or the Head Referee («Team Protest»). If the team’s protest is brought before the Manager, the Manager must immediately inform the Head Referee, who will decide on the potential violation of these Regulations and the resulting consequences for the game.

7.3.2 The Head Referee will use any reliable evidence and may make any appropriate decision, including, but not limited to, the cancellation, resumption, or partial or total replay of the game. The Head Referee may not decide to change the result of the game unless there is clear and conclusive evidence that, had it not been for the reason that gave rise to the team’s protest, the new result would certainly have materialized.

7.4 Disciplinary Matters

7.4.1 For the avoidance of doubt, any decision taken by the Head Referee or the Admins shall not limit or affect in any way FIBA’s powers to impose sanctions for Administrative and/or Disciplinary Offenses in accordance with Book 1 of FIBA’s Internal Regulations, unless expressly provided otherwise in these Regulations.

8. Organization and Rules of the Game

8.1 Official Communication Channel

8.1.1 Official communication between teams, players, and officials regarding the Competition must be conducted solely through the Competition’s Discord server at the following link: https://discord.gg/AUBkY6rz4Q.

8.2 Punctuality

8.2.1 Players must be in the Pro-Am arena during the game, ready to play, at the time requested by the Head Referee.

8.2.2 If any player from a team arrives at the Pro-Am arena during the game at least five (5) minutes after the time requested by the Head Referee, the player’s team will forfeit the game. In the event of a second (or subsequent) forfeit under this Section 8.2.2, the Head Referee may decide to disqualify the team from the Competition. In making this decision, the Head Referee shall consider whether the relevant FNM has established, based on the probability of occurrence, that the player’s late arrival (or non-attendance) was due to technical problems that could not have been reasonably avoided by the FNM.

8.3 Preparing the Game for Online Competitions

8.3.1 Players must resolve any issues that arise before the start of a game and that could affect their participation without restriction (in particular, but not limited to, connection or hardware issues during the game). Such issues may lead to disqualification by the Head Referee, without prejudice to other sanctions in accordance with Book 1 of the FIBA Internal Regulations.

8.3.2 All games will be played on a server located in the region where the Competition is taking place, unless otherwise decided by the Head Referee.

8.3.3 Agreements between players regarding a game (in particular, but not limited to, server selection if not using the standard server, ball possession after a disconnection, or the determination of the home/away team) must be communicated to the Head Referee via the Competition’s Discord server.

8.3.4 If a player experiences connection issues, they may continue playing the game as long as they do not disrupt the gameplay of other players. If a player disconnects, the game continues as described in Section 8.7.

8.4 Setting Up the Court for Online Competitions

8.4.1 In online competitions, the home team in the relevant game must set up the court in accordance with FIBA’s instructions, which will be communicated to the participating FNMs prior to the relevant Competition.

8.4.2 In the event of a violation of Section 8.4.1, the Head Referee shall declare the home team to forfeit the game. Instead of imposing this measure, the Head Referee may issue a warning only if it is the team’s first violation of Section 8.4.1 and if the Head Referee decides, at his or her discretion, that the violation is of minor severity and has no material adverse effect on the other team. In the event of a second or more forfeit or warning to the same team in the same competition for a violation of Section 8.4.1, the Head Referee shall also impose a fine of up to CHF 10,000 for each violation. In addition to these measures, FIBA may impose any other sanctions it deems appropriate in accordance with Book 1 of the FIBA Internal Regulations. Violations of the sponsorship requirements in FIBA’s Court Configuration Instructions will not be considered minor; instead, such violations will be considered aggravating circumstances under Article 1-177.b of the FIBA Internal Regulations.

8.5 PSN Account Restrictions

8.5.1 Players may only participate in any Season Competition with one (1) PSN ID. Players are not required to own the PSN ID they are using to participate in Season Competitions.

8.5.2 Players will not be permitted to change their PSN IDs unless they provide a valid reason to FIBA at least seventy-two (72) hours before the player’s next game. FIBA will have sole discretion to grant or deny the change of a player’s PSN ID.

8.5.3 Players who use multiple PSN IDs or who change their PSN ID may be disqualified from the Competition.

8.5.4 PSN IDs must not contain obscenities or other offensive language.

8.6 Avatars

8.6.1 Each player must have an avatar with a minimum rating of ninety (90) at the start of each game. If a player’s avatar has a rating lower than the minimum rating established at the start of the game and the player has not obtained approval from the Head Referee to play with that avatar at least twenty-four (24) hours before the start of the game, the player’s team will forfeit the game.

8.6.2 Players have the right to create their on-screen avatars as they wish. However, creating avatars with a similar appearance to any real person (except the player themselves), whether living or deceased, without that person’s valid consent is prohibited. This applies, in particular, to any player, coach, or other NBA personnel, or any public figure.

8.6.3 Players may change their archetype between games.

8.6.4 Players must ensure that their avatars wear uniforms created in accordance with the design guidelines provided by FIBA to each FNM.

8.6.5 Each participating FNM must complete the following survey for in-game uniform approval: https://forms.gle/v3yAxpAPvLV3vPqB8.

8.7 Disconnections

8.7.1 In the event that one or more players disconnect during a game, the game will continue as is, and the disconnected players will be replaced by an in-game bot controlled by Artificial Intelligence.

8.8 Bugs

8.8.1 In the event of an error affecting the play of a game, the following shall apply:

  • If the error affects only one team, the affected team will need to restart the game.
  • If the error affects both teams, the home team will have to restart the game.

8.9 Rescheduling and Cancellation

8.9.1 In the event that the Competition or a match cannot be played due to technical reasons beyond the players’ control, for example, if the PSN network is down, the Head Referee shall have the right, at his or her discretion, to reschedule or cancel the match or the Competition. In the event of a rescheduling, the new schedule will be announced to the players and FNM through official communication channels.

8.9.2 If a player is unable to play in the rescheduled match(es) due to illness, death, or other equivalent cause, FNM shall have the right to register a replacement player and must inform the Head Referee of the change as soon as possible. For the avoidance of doubt, such a player may only participate once they have been Verified (see Section 5.5).

8.10 FIBA Broadcasting Guide

8.10.1 FIBA will issue an online broadcast guide («FIBA Broadcast Guide») with instructions prior to the start of the Season, and all FNMs, teams and players must comply with the requirements of this guide.

  • FNMs and players must always be prepared for tryouts and dummy days at designated times, which will be communicated in advance by the Head Referee or an Admin.
  • Players must have all equipment ready and managed as described in the FIBA Broadcasting Guide. FIBA will provide the in-game setup and other necessary broadcast elements to the teams no later than seven (7) days before the start of the Competition.
  • The camera must be positioned so that the Streamer is clearly visible and sufficiently lit.
  • Each team is responsible for providing a feed of the game to the Head Referee. FIBA may provide an encoder to teams to ensure a stable connection for the stream. In the event that an encoder is unavailable or inoperable, at least one player on the team must be familiar with and able to use the Remote Play feature on PlayStation to provide a feed of the game to the Head Referee.

9. Commercial Rights

9.1 Commercial Rights

9.1.1 All players, teams and other participants acknowledge and accept the following provisions:

  • All commercial rights (including, without limitation, any and all broadcast, licensing, retail, marketing, sponsorship, data, media, games and equipment rights) related to the Competition («FIBA Rights») belong to FIBA.
  • FIBA has the right to sell any of the FIBA Rights for a fee, provided that the limits established by the Central Council are respected. FIBA may, at any time, assign part or all of the FIBA Rights to its divisions, subsidiaries, the organizer of a Competition, or to an organization officially recognized by FIBA in accordance with the FIBA General Statutes.
  • For the avoidance of doubt, Articles 1-51 to 1-60 of the FIBA Internal Regulations shall apply mutatis mutandis.
  • Players may not engage in commercial association with FIBA, nor use FIBA’s intellectual property rights, nor allow third parties to do so, without FIBA’s prior written consent, which may be granted or withheld at FIBA’s sole discretion.
  • No part of the Competition production (e.g., images, recordings, etc.) may be reproduced in any form or by any means—graphic, electronic or mechanical, including photocopying, recording, online distribution or information storage and retrieval systems—for any purpose by a player or team, except where explicitly permitted by FIBA.
  • Any Competition material received by the FNM from FIBA directly, through a Local Organizing Committee or any other source, will be used exclusively for internal analysis purposes and not for any other purpose, including, without limitation, any public and/or commercial purpose.
  • FIBA has the right, free of charge, to use photographs, names, and/or film footage of players, officials, venues, etc., taken during the Competition. If, for legal reasons, such use requires the consent of the individual concerned, the FNM must ensure that such consent is obtained or waived by the individual.
  • FIBA has the right to use the names, logos and emblems of the team or the team’s country for any purpose, including, but not limited to, commercial purposes.
  • NBA2K ©2024 Take-Two Interactive Software, Inc. and its subsidiaries. 2K, the 2K logo, and Take-Two Interactive Software are registered trademarks and/or trademarks of Take-Two Interactive Software, Inc.

10.2.3 Social media content must reflect honest opinions or experiences. The team must not:

(i) make statements or engage in activities that contain claims that are not factual, true, or verifiable;

(ii) disparage or make unsubstantiated claims about eFIBA/FIBA/NBA2K/GOEXANIMO, other teams, third parties, or their products or services, in any content or in related comments or posts, or at any time during the season; and

10.3 Co-streaming

10.3.1 The team is encouraged to follow these co-streaming obligations:

10.3.2 For matches in which the team participates, the team agrees, to the best of its ability, to stream and promote the match on official channels such as Twitch or YouTube, or to engage a co-streamer/influencer to do so. The team must ensure that eFIBA guidelines are followed and that eFIBA is notified at least 48 hours before the broadcast goes live.

10.3.3 eFIBA provides all games from the Regional Qualifiers onward through a cloud-based solution and leading broadcasters. Broadcasts of Pre-Qualifiers and friendly matches will not be provided by eFIBA.
